RULES of PLAY |
| |
1a | Each League Match will start at 9pm prompt. |
|
1b | Each League Match will consist of 4 games in twelve legs. |
|
1c | Each game will consist of three legs. |
|
1d | Each leg will be pairs games of 401 "Double In" and "Double Out". |
|
1e | The make up of pairs for League Matches is entirely at the discretion of the
Team Captain, providing that all the players are properly registered
(See Rule 4). To decide order of play the selected pairs are drawn randomly. |
|
1f | Each pair will play three consecutive legs with the Home Team giving a bull
guide. |
|
1g | The player with the closest dart to the bull will start each leg. |
|
1b | ONE POINT will be awarded to the winners of each leg. |
|
2a | Every League Match is a game for EIGHT properly registered players from
each team. (See Rule 4) made up of FOUR pairs of players. |
|
2b | The full match can still he played with SEVEN players. The vacant spot is
to be filled by the Opposition Captain giving the place number of one of the
first three pairs of players as written on the team sheet. ONE point per leg
won as normal. |
|
2c | In the case of a team having only SIX players the match can proceed with
three pairs only. Three legs and therefore THREE POINTS will be
awarded to the opposing team in Division One. SIX Players can be used
with a pair being drawn out of those SIX to make up the fourth pair twice in each half of the
season ONLY IN DIVISION TWO (Drawn individually from the SIX players) |

2d | Only TWO exemptions to Rule 2a may be claimed in each half of the season
in Division One and THREE exemptions in Division Two. |
|
|
|
RESULTS |
3a | Home Team Captain is responsible for informing the Fixture Secretary of the
result within TWO days and entering result on the website. |
|
3b | Home Team Captain is responsible for posting the result to the Fixture
Secretary within FOUR days (By Tuesday). |
|
3c | POINTS will NOT be awarded to EITHER of the teams or to players unless
the Secretary receives the Result Card within the FOUR days specified in
Rule 3b SIX POINTS will be DEDUCTED from teams in breach of Rules 3a and 3b. |
|
3d | TIED LEAGUE In the case of a points draw for first place at the end of
the season in any division, a deciding match under League Rules will be
played between the drawing teams. This match will take place at a neutral
venue decided by the Officers of the Committee. In the event of a tie at
the end of the match a Single Sudden Death Leg will be played. The
pairs in this game are to be nominated by the Team Captains. These must
have played as a pair in the drawn match. |

3e | PAIR of the YEAR TROPHY Each leg one by a pair of players will count
towards the "Pair of the Year" award for Division One and Division Two.
This can only be calculated if the Result Cards are RETURNED to the
Secretary within the time limit specified in Rule 3b. |

|
|
REGISTRATION |
|
4a | There is no maximum to the number of players registered. |
|
4b | Proper registration means that ALL Registration, Competition and
Transfer Fees as well as the Late Cancellation Compensation have been
paid and all penalties imposed by the Committee have been accepted. |
|
4c | These Fees are currently :- |
|
Team Registration | £30.00 |
Players Late Registration | £01.00 |
Players Transfer Fee | £02.00 |
Late Cancellation Compensation | £05.00 |
|
|
4d | Once a Player has played for a team he is committed to that team for the
remainder of the season unless a TRANSFER is agreed by the Secretary
Chair or Vice Chair BEFORE the player plays a game for the new team
and the TRANSFER FEE is sent in with the Result Card. |
|
4e | Transfers are only allowed before the start of the second half of the season. |
|
4f | Any transferred players remain eligible for the second rounds of the
Competitions and may play in the Knock Out Cup for their new team. |
|
4g | Any NEW players for a team should be noted on the bottom of the
Result Card BEFORE playing a game mid the Late Registration Fee
sent to the Secretary with the Result Card. |
|
|
|
NEW TEAMS & VENUES |
|
5a | Any new teams wishing to enter the League should approach an
Officer of the Committee before the A.G.M. and present their ease for
inclusion. The A.G.M. will decide on their inclusion or otherwise.
This task may be delegated to the Officers of the Committee for further
investigation and approval. |
|
5b | Any teams wishing to change venue or any venues wishing to change their
pitches should approach an Officer of the Committee before the move and
present their case for the move. The Officers of the Committee will decide
on their inclusion or otherwise. |
|
5c | Any new venues entering the League will be inspected by at least two
Officers of the Committee. They will only accept the venue into the
League if the Pitch, the Board, the Lighting, the Room and View for
the audience are acceptable. (All to B.D.O. Standards within reason?)
These standards must be maintained and all venues are subject to repeat
inspections by the Officers of the Committee. |

|
|
LEAGUE MAKE UP |
|
6a | There is a MAXIMUM of TEN teams per Division. |
|
6b | Normally there will be one UP one DOWN Promotion and Relegation. |
|
6c | The placing of the teams within the respective divisions is entirely at
the discretion of the Officers of the Committee who will take into account
of the players registered. |
|
6d | A Third Division may be set up if there is sufficient interest. This
Division will play only three games in nine legs. All other Rules apply. |
|
|
|
POSTPONED GAMES |
|
7a | No Postponed Games unless exceptional Circumstances (See Rule 7b) |
7b | The Secretary MUST be informed of any postponed games TWO WEEKS BEFOREHAND |
|
7c | If notice is not given of postponement of a game, the Team and
individual players cancelling are liable to pay up to £5.00 in
compensation to the Landlord of the Home Venue. The award of this
compensation is to be confirmed by the Officers of the Committee. |
|
7d | All postponed games MUST be played within two weeks before the original date. |
|
7e | The Team responsible for the cancellation are to be given two dates by the other team. These dates MUST go through the Secretary. |
|
7f | The Officers of the Committee will then nominate a date on which the game MUST be played and have the authority to have the game played at a neutral venue if necessary. If for any reason a match that has started cannot he finished, it will be replayed as a postponed game. |
|
7g | If the non offending team complain about a late cancellation, the Executive Committee WILL allocate TWELVE points to that team |
|
7h | No players from teams with outstanding fixtures or compensation payments, will be allowed to take put in the competitions and may be excluded from the league in the future. |
|
|
|
TEMPORARY RULES |
|
8a | The Committee has the authority to bring in Temporary Rules to cover any contingencies not covered by these rules. |
|
8b | Any Temporary Rules introduced must be brought to the next A.G.M. of the League to be ratified. |
|
|
|
ANNUAL GENERAL MEETING |
|
9a | An A.G.M. open to all previously registered players will be called
each summer by the outgoing Officers of the Committee. If the
Officers fail to call an A.G.M. then any other Committee Members
may do so, by giving two weeks notice to all the teams that
competed in the league in the previous season. |
|
|
|
THE COMMITTEE |
|
10a | The Officers of Hay It District Darts League are the Chair, the Vice Chair, the Secretary and the Treasurer, as elected at the Annual General Meeting preceding any season. |
|
10b | The Executive Committee of the Hay & District Darts League are the Officers and any other members as elected at the Annual General.
Meeting preceding any season. |
|
10c | The Committee of Hay & District Darts League are the Officers and
Captains or properly nominated representatives from each team. |
|
10d | All Officers and Executive Committee Members stand for re-
election at each Annual General Meeting. |
|
10e | If any of the Officers or Executive Committee Members resign in
the period between A.G.M.'s, the Committee can co-opt anyone to
fill the vacant post. |
|
|
|
THE SIGNATORIES |
|
11a | The Signatories for any Accounts held in the name of the League or orders made in the name of the League will be the Treasurer and one other Officer to be decided at the A.G.M. or at a subsequent Committee Meeting. |
|
|
|
COMMITTEE MEETINGS |
|
12a | Committee Meeting or an Emergency Committee Meeting must
have a minimum of THREE Committee members present. The
Chair and/or Vice Chair and a Committee Member from a least one
different pub must be present. The Secretary must be present. |
12b | Any of the Officers, can call an Emergency Committee Meeting at
short notice, to discuss League matters. All Officers must be informed of
such a Meeting. |
|
12c | If the Chair is unable to attend a meeting, the Vice Chair can be
delegated to preside over the Meeting. |
|
12d | The Chair (or Vice Chair in the absence of the Chair) will have NO
VOTE but will have a CASTING VOTE in the event of a DRAWN
VOTE. The Vice Chair will have ONE VOTE, in the absence of
the Chair when he will ONLY have the CASTING VOTE as above.
The Treasurer will have ONE VOTE except where the role of
Secretary and Treasurer are combined when he she will have NO
VOTE. All other properly elected Committee Members will have
ONE VOTE. |

12e | The Secretary is an Officer of the Committee, not a Committee
Member and therefore will have NO VOTE. |
|
|
|
RULE BREACHES |
|
13a | If the Officers of the Committee become aware of, or are notified
of any breach of the Rules , an Emergency Committee Meeting (E.C.M.)
may be called by either the Secretary or the Chair. |
|
13b | The Offending Team will be informed in writing seven days before
the date and time of the E.C.M. and the reason for calling it. A
Representative from the Offending Team should be witness and give
the Team's case. |
|
13c | A Representative of any Team notifying the Committee of the Rule
breach will be asked to attend and give evidence. Written evidence may
be accepted at the discretion of the Chair and/or the Secretary. |
|
13d | The witnesses will be asked to leave the room during discussion
and voting.
|
|
13e | Any Committee Voting Officers and Members from the Offending
Team and the Team notifying the breach of Rules will not have a
vote and may be asked to leave the room during discussion and
voting. This includes Members of both Teams. |
|
13f | If both the Chair and Vice Chair are excluded by Rule 13d the
Meeting will be chaired by a Committee Member from another
Team The Temporary Chair will be voted for during the
Meeting, by those Committee Members not excluded by Rule 13e. |
|
|
|
PENALTIES |
|
14a |
After listening to the evidence available at the Meeting the E.C.M. can:- |
(1) | Choose to deduct some or all of the points won by the
Offending Team in that Match and in any other Match. in which
the Offending Team was proved to be in breach of any of the
Rules. |
(2) | Choose to award some or all of the points deducted from
the Offending Team to their Opponents in that Match, and
to their Opponents in any other Matches in which the Offending
Team was in breach of the Rules. |
(3) | Choose to expel the Offending Team and the individual
Players from the League for the remainder of the Season. |
(4) | Choose to disqualify the Team individuals and the Home
Venue from taking part in the Hay & District Darts League and
its Competitions . The length of such disqualification is entirely
at the discretion of the Committee. |

|
14b | In the case of disqualification there will be no refund of the
Team or Player Registration, Transfer, Competition or Entry Fees. |
|
14c | The result of any E.C.M. will be sent in writing to the Home
Venue of the Team within seven days of the Meeting. |
|
|
|
APPEALS PROCEDURE |
|
15a | Any Appeal against a decision made by a Committee Meeting or
Emergency Committee Meeting must be made in writing to the
Secretary of the Chair within 14 days of the decision. An
Appeals Panel will be then set up consisting of the Officers of
the Committee and at least THREE non Officer Committee
Members from at least THREE different pubs. |

15b | The decision of the Appeals Panel will be sent in writing to the
Home Venue of the Team within seven days of the Panel Meeting. |
|
15c | The decision of the Appeals Panel can only be rescinded at a NI l
Annual General Meeting and only if Notice of Appeal is given in
writing at least ONE MONTH before the date of the A.G.M. |
|
|
|
COMPETITION RULES |
|
1a | All Players entered must be properly registered (Rule 2) end have
played a League Game for your Team before submitting the form. |
|
1b | All Players must arrive at the venue at the time stated on Notices. |
|
1c | All properly entered Players who are at their venue at draw time
will be put in the draw. |
|
1d | Late arrivals (if they have notified the venue of the fact that they
will be late) are allowed in, only if the play has not yet started and
all Players present agree to the inclusion. |
|
1e | Draw once for each venue. Do not re-draw for each round. |
|
1f | The Competitions consist of :- |

| (Five Players may be signed on for the Fours Competition
Any four to play in one game, the best of three legs. The other
Player can then play the next round in the same venue. If only
three Players are present the game may be played but the Team that
is a Player shun will miss one pitch in four). |
|
| KNOCKOUT CUP/ PLATE |
|
| Four Pairs drawn at random. | |
|
Each pair to play one leg at a time 501 Flying Start in the order
they were drawn. Winning team is the first to seven legs won.
In the case of a six all drew at the end of twelve legs, draw again
from the eight players of each team to find the fifth pair to play the
thirteenth leg as a tie breaker, which will be a sudden death leg. |

1g | All Competition Matches follow a similar format:-

Closest to bull gets the `off |

1h | SUBSTITUTION of PLAYERS is allowed only if
1) It is the first Round of the Competition
2) The substitute Players are eligible to play
3) The Secretary has been notified and agreed to the change
The Secretary will agree the change if the substitute Players were
not already drawn at another venue. (Unless in the case of Pairs
and Fours, where the other Players drawn with that person
do not play on the night)
4) If the Secretary cannot be contacted, all Players present at the
venue must agree to the inclusion |

1i | RESULTS must be submitted to the Fixture Secretary by the
person in charge of the Board any omission of the duty may
result in the winners on the night not being entered in the next
Round. |
